Network Communications Center Manager- DM 14

Job Description
This position is responsible for managing the 24x7 Network Communications Center for the Michigan Public Safety Communicaiotns System (MPSCS). The direct reports of this position include a group of Network Specialists working in the Network Communications Center (NCC) and (3) Departmental Analysts whom provide research and analysis of network trends, issues, security, policies, procedures, and audits. This position coordinates the activities involved with 24x7 monitoring, performance, troubleshooting, coordinating repairs, tracking configuration changes and preventative maintenance of the MPSCS network. This position has close inter-relationships with radio programming, site maintenance and administrative personnel to accomplish the defined activities.
Knowledge, Skills & Abilities:
General knowledge of the system elements associated with this network, such as LAN/WAN, trunked radio systems, digital microwave network, packet networks, cross-connect equipment, other controllers and switches, hubs routers, servers etc.Must acquire specific knowledge of the MPSCS and the respective System Elements and Subsystems in a short time after accepting this position.
Knowledge of problem diagnosis, resolution and communications solutions necessary to maintain and enhance network operation, availability and reliability.
Ability to communicate, orally and in writing, in a clear and concise manner with all levels of management, as well as reports, so that necessary maintenance and upgrade activities can be coordinated effectively and widely understood.This trait cannot be overemphasized, as it is imperative that this person's ability to work with others, in a coordination capacity, be at a refined level.
Ability to manage diverse, high pressure network management activities and other projects associated with network control and system coordination.Knowledge of project management software tools is required.
Ability to utilize monitoring systems to analyze data, format and report as required.
Application of high level financial analysis skills in network budgeting, operating, maintenance, upgrading, and reporting.
A high aptitude for human relations is required, including a working knowledge of affirmative action/equal employment opportunity, benefits, compensation, employee relations, safety, staffing, training, development and education.
Required Education and Experience
Possession of a bachelor's degree in any major.
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
